EU Environment Commissioner Jessika Roswall has proposed postponing EUDR implementation by one additional year, citing persistent infrastructure challenges across industries. Despite this, the regulation's core objective remains unchanged , and the preparation work cannot be postponed.

What Is Going On?

Commissioner Roswall identified that the EU's IT infrastructure cannot adequately handle the anticipated transaction volume under EUDR. The system must accommodate:

  • High volumes of small package shipments
  • Downstream operator compliance requirements
  • Internal authority verification processes

Without additional time, the Commission fears system slowdowns and disruptions that would prevent operator compliance and damage EU trade flows. The proposed postponement shifts the implementation date from December 30, 2025, to one year later.

Mixed Reactions

The proposal has drawn responses from across the spectrum. Malaysian and Indonesian palm oil associations welcomed the delay, describing it as essential for producers to close documentation gaps and prepare systems. The World Resources Institute, however, cautioned that postponements erode EUDR confidence. Critics argue the EU may be responding to external lobbying pressure, potentially undermining the environmental policy's credibility.

Despite uncertainty about potential EUDR revisions, the regulation's core objective remains unchanged: supply chain transparency and deforestation elimination. Brussels might buy itself another year , but companies do not get that luxury when it comes to building compliant operations.
